When a certificate is required

Sale or transfer of the property · Building or remodel permits over $100,000 · Water meter size change. Program area: Oakland, Berkeley, Alameda, Emeryville, Piedmont, Albany, El Cerrito, Richmond, Kensington, Castro Valley.

Our 4 steps

1. Free estimate (within 1 business day): we inspect the lateral and send a written quote.
2. Scheduling: booked around the close of escrow date; we handle permits.
3. Trenchless work and EBMUD verification test (usually 1 to 2 days), with an EBMUD inspector present.
4. Certificate delivered (within 72 hours of passing): sent to the seller, agent and escrow.

Why it matters at escrow

Without a certificate at closing, EBMUD requires a Time Extension Certificate and a $4,500 deposit. When we finish before COE, neither is needed.
